The meeting took place at the Porto City Hall.
On July 27th, the Portuguese Association of Liberal Professionals (ANPL) met with Tiago Barbosa Ribeiro, a Deputy and City Councilor of Porto. The meeting was requested by ANPL due to significant changes in the organization of work and the increasing importance of liberal professionals, freelancers, and consultants in emerging new realities.
In the European Economic Area, one out of six self-employed workers is engaged in professions related to liberal professions, and this trend is expected to grow. In Portugal, despite having over 430,000 regulated professionals and more than 200,000 engaged in qualified but unregulated professional activities, liberal professionals lack proper representation and full defense of their interests, particularly in economic, fiscal, and social protection aspects.
These issues will be discussed at the 1st Liberal Professional Forum, scheduled for September 23rd at the Auditorium of Library Almeida Garrett in the Jardins do Palácio de Cristal, Porto. The event is supported by the Porto City Hall.
Tiago Barbosa Ribeiro has been invited to participate and join a panel discussion titled “A Status for the Liberal Professional?” along with representatives from various political parties in the Assembly of the Republic, and he has confirmed his presence.
It’s worth noting that Tiago Barbosa Ribeiro is not only a City Councilor in Porto but also the President of the Porto Municipal Section of the Socialist Party (PS) and the Coordinator of the PS deputies in the 10th Parliamentary Committee on Labor, Social Security, and Inclusion.
At the end of the meeting, Orlando Monteiro da Silva and Artur Miler from the ANPL Board emphasized, “It was an excellent meeting. Issues related to social protection, employment modalities, salary and fee matters are immensely relevant to liberal professionals. We were heard with attentive consideration.”
In response, Tiago Barbosa Ribeiro commented, “ANPL, based in Porto, has been reinforcing the representation of liberal professionals and seeking legislative improvements to balance the rights and responsibilities of these workers (particularly evident during the pandemic). I will be pleased to attend the Professional Liberal Forum on September 23rd.”

The registration is free and exclusively open to liberal professionals, and you can register at https://anpl.pt/forum/inscricao/.
The National Association of Liberal Professionals (ANPL) positions itself in Portugal as the interprofessional voice for the defense and promotion of liberal professionals, defined as “holders of intellectual qualifications, including artistic and cultural qualifications, promoting their responsibility, autonomy, and independence in the best interest of consumers and the community as a whole.”
