António Mendonça Mendes to Conclude the 1st Liberal Professional Forum on World Day of Liberal Professions.
António Mendonça Mendes’s understanding of the challenges faced by liberal professionals in Portugal, particularly in the context of taxation and their representation, constitutes an additional asset in the context of the participation of the Secretary of State Assistant to the Prime Minister António Costa in the 1st Liberal Professional Forum.
António Mendonça Mendes has a legal background and has practiced as a liberal professional.
Recall that the Portuguese Association of Liberal Professionals (ANPL) had the opportunity to have a highly productive meeting with António Mendonça Mendes on October 20, 2022, when he held the position of Secretary of State Assistant and Tax Affairs in the Government.

Biographical highlights
He was born in Coimbra in 1976. He graduated in Law from the University of Coimbra, with a focus on legal and economic matters, in 1999. He served as an advisor to the Secretary of State for Justice in the Portuguese Government (1999-2002).
He worked as a lawyer at Gonçalves Pereira, Rato, Ling, Vong & Cunha in the Macau Special Administrative Region (2003-2005). He was Chief of Staff to the Secretary of State for Transport in the Portuguese Government (2005-2008). He worked as an in-house lawyer for the Geocapital business group (2008-2009). He served as Chief of Staff to the Minister of Health (2009-2011). He held the position of Director at REFER – Rede Ferroviária Nacional, EPE, with responsibilities in the areas of Human Capital, Legal Affairs, and Organization (2011-2013).
He worked as a lawyer and partner at André, Miranda e Associados – Sociedade de Advogados in Lisbon (2014-2017). He also served as President of the Conciliation Commission for the North-South Railway Operating Contract (2009) and as a Member appointed by the Assembly of the Republic to the Council of Higher Courts of Peace (since 2015). He served as Secretary of State Assistant and Tax Affairs in the XXI, XXII, and XXIII Constitutional Governments from 2017 to December 2022.
1st Liberal Professional Forum
The National Association of Liberal Professionals (ANPL) is headquartered in Porto, a city with entrepreneurial traditions and professional and business innovation.
As such, ANPL, which was established two years ago, could not miss the opportunity to hold its 1st Liberal Professional Forum there.
With this event, held in partnership with and supported by the Porto City Council, ANPL aims to be accountable to society and the professionals it represents. It also seeks to present its activities and projects to social and institutional partners and to prominent figures in the fields of organization and labor relations, both nationally and internationally.
